THE STEP-BY-STEP TOD PROCESS
The TOD Framework organizes the necessary tools and resources to ensure a robust process to initiate, design and evaluate TODs at multiple scales. The five steps of the TOD process are: (1) Assess, (2) Enable, (3) Plan+Design, (4) Finance, and (5) Implement. These steps are outlined below and operate at a range of scales. Together these considerations should not be considered a linear process, but rather a loop or cyclical development process that continues.
