PLAN + DESIGN

The ‘Plan+Design’ step of this framework focuses on providing guidance on design values that underpin TOD as well as the planning process. It also presents action strategies and tools to create a more compact land development pattern hinged upon prioritization of pedestrians and cyclists.The Plan + Design Knowledge Products provide “how-to” guides for TOD planning at various scales that integrate clear processes and mechanisms by which the public, private, and community sectors can shape TODs with the changing landscape of cities. The planning guides allow for developing actionable tasks that can be adjusted based on various context, transit mode and local factors such as development typology (Greenfields, urban infill or redevelopment). However, at times there are challenges when it becomes difficult to reconcile the design standards with one another and entails some complicated choices at the expense of other users. Striking the right balance to achieve well-planned TOD would require certain priorities and trade-offs. The Plan + Design Knowledge Products are not presented as standards but as suggestions with corresponding references to allow cities the space to achieve the right balance.
