Xueman Wang is the Manager of the Global Platform for Sustainable Cities (GPSC) at the World Bank and a Senior Urban Specialist. She leads the GPSC's global work on sustainable urban development, climate resilience, and low-carbon cities, advancing knowledge exchange, technical assistance, and partnerships to support cities worldwide. With over two decades of international experience, she has led major climate and urban development programs, including the World Bank's Partnership for Market Readiness, supporting countries in the design and implementation of carbon pricing instruments. She played a key role in the development of China's national carbon market and contributed to establishing one of the world's largest carbon funds. Xueman was a lead author of the World Development Report 2010: Development and Climate Change and has previously held positions with the UN Climate Change Secretariat, the Secretariat of the Convention on Biological Diversity, and the Government of China. She holds Master of Laws degrees from Wuhan University and the Fletcher School of Law and Diplomacy at Tufts University.
