With over half of its territory covered by forests and one of the world’s most successful environmental policy frameworks, Costa Rica offers a strong foundation for advancing nature-based and low-carbon urban development. Under UrbanShift, San José works to integrate climate-responsive planning, reduce emissions from mobility and waste systems, and enhance resilience across the metropolitan region. Costa Rica’s experience—ranging from circular economy initiatives to ecosystem restoration and renewable energy leadership—provides valuable insights for the GPSC and the global SCIP network as cities accelerate efforts toward inclusive, green, and climate-resilient growth.
