Shenzhen, one of China’s most dynamic and innovative cities, participated in the GEF-6 China Sustainable Cities Integrated Approach Pilot (SCIAP) to refine its low-carbon city master plan and enhance transit-oriented development. Building on its experience as a national leader in TOD, Shenzhen worked with the GPSC to update zoning, station-area design, and mixed-use development mechanisms. The program also supported studies on low-carbon urban form and financing models for sustainable infrastructure, positioning Shenzhen as a key contributor to China’s TOD knowledge base and a reference city for other metropolitan regions.
