Vĩnh Yên, the capital of Vinh Phuc Province in northern Viet Nam’s Red River Delta, participated in the GEF-6 Global Platform for Sustainable Cities (GPSC) to promote green, resilient, and inclusive urban growth. Strategically located near Ha Noi, Vinh Yen has become a rapidly expanding industrial and logistics hub, attracting substantial foreign investment in manufacturing sectors such as automotive, electronics, and textiles. This growth has generated employment and reduced poverty but has also placed mounting pressure on the city’s infrastructure, particularly in wastewater management, solid waste, drainage, and water supply. Through the GPSC-supported project, Vĩnh Yên is updating its Green City Action Plan (GCAP) and developing a comprehensive framework that integrates low-carbon strategies, biodiversity protection, and climate resilience into city planning. The initiative includes creating a greenhouse gas inventory, climate vulnerability assessment, and financing plan to guide investment in sustainable infrastructure. These efforts aim to ensure that Vĩnh Yên’s economic dynamism is matched by environmental sustainability and improved quality of life for its residents.
