It focuses on practical lessons around project design, risk allocation, financing, and performance outcomes across sectors such as water and sanitation, transport, and municipal services, with a strong emphasis on transaction structuring and advisory support (often involving IFC). The document is intended as a practitioner-oriented reference to inform city governments and stakeholders on what has worked in different contexts.
