The metro system in India is rapidly expanding to address the challenges posed by rapid urbanization and the urgent need for improved mobility. Despite this growth, many metro systems in the country face financial sustainability issues. To address these challenges, Transit-Oriented Development (TOD) has been made mandatory for new metro projects to integrate land use and transport planning, fostering well-planned and sustainable urban growth centers connected to high-quality transit networks. However, implementing TOD faces various challenges within the local context. The presentation navigates the existing policies at the national level and in Haryana State, focusing on a case study of physical planning assessment along the Gurugram metro corridor, which provides innovative and practical TOD recommendations for selected metro stations.

Mriganka Saxena is the Founding Partner of Habitat Tectonics Architecture & Urbanism (HTAU) based in Gurgaon, India. With over twenty years’ experience across UK and India, she has worked with public and private sectors and multilateral agencies on urban strategies and design and policy led enabling frameworks for TOD, Mobility, Sustainable Master planning and Natural Water Resources. Mriganka is a trained Architect and received her master’s degree in city design and social science from the London School of Economics. She has also been teaching urban design and planning at various universities for over a decade now.

 

Adarsha Kapoor, specializes in urban design, master planning, street design, public space design & architectural design. He heads Creative Footprints, an Urban Design and Conservation Practice based out of New Delhi. He is also an advisor to the World Bank for Transit Oriented Development projects, National Institute of Urban Affairs for Mobility, street design and TOD assistance to cities and the Secretary at Delhi Centre of Institute of Urban Designers India, which is a professional body of Urban Designers. In the past he has advised Development Authorities in preparation of TOD Policies, Planning schemes and institutionalizing Form Based Codes approach. He also teaches at School of Planning and Architecture- New Delhi, has given lectures and led capacity building for educational institutes, centers of excellences and Ministries across India.
