This guide aims at establishing national policies and strategies for concrete actions at the local level. The objective is to improve the operating system for the management of urban solid waste, which is the responsibility of local governments. It is the faculty of each municipality, within its territorial jurisdiction, to ensure the provision of efficient public cleaning services to all its inhabitants, protecting human health and avoiding procedures and methods that may affect the environment. In this way, it aims to minimize risks to water, air and soil resources, to fauna or flora, preserving landscapes and places of special interest. The Municipal Plans for Comprehensive Urban Solid Waste Management will be based on the existing resources in each municipality in a concrete way, aiming to systematically increase and optimize services, coverage levels and efficiency, with principles of internal reorganization and improvement of the capacity of its technical, administrative and financial resources. An efficient and equitable solution that brings us closer to living in more sustainable cities.
