The COVID-19 pandemic is disrupting communities and cities around the world. This guide provides a framework for adaptation by local governments as they plan and make decisions to reduce the negative impacts of the outbreak in the immediate and nearterm future. Informed by existing guidance from WHO, CDC, OECD, and USAID, this guide is intended for stakeholders in municipal planning and decisionmaking processes in developing countries, along with other organizations that support local governments in developing countries.
